Planned alignment: regional precast infrastructure and low-carbon priorities

This page is written for grant assessors, project partners and prospective infrastructure partners who need to understand how Central West Precast's proposed direction lines up with NSW decarbonisation priorities — and, just as importantly, what we are not yet claiming.

Why embodied carbon matters in infrastructure

Concrete is quiet in the headlines, large in the numbers

Cement and concrete production is a well-documented, hard-to-abate source of embodied carbon in construction — the emissions locked into a material before it is ever installed, as distinct from the energy a building or asset uses afterwards. Utility infrastructure doesn't attract the same attention as commercial buildings, but pits, plinths and similar precast product are manufactured and installed in very large volumes across NSW every year. Infrastructure buyers — councils, utilities and government agencies — are increasingly expected to account for embodied carbon in what they specify and buy, not only the operating energy of what gets built. What's mostly missing isn't awareness of the problem; it's tested, practical lower-carbon material options at the scale utility infrastructure actually needs.

Built environment opportunity

Utility precast sits inside the built environment opportunity area

NSW decarbonisation and innovation policy treats the "built environment" as covering both buildings and civil or utility infrastructure, with embodied carbon in construction materials identified as a specific priority within it. Central West Precast's proposed product roadmap — underground pits, plinths and future culverts — sits on the infrastructure side of that category. Products like these are individually modest in size but manufactured and installed at high volume across the industry, which is what makes even incremental embodied-carbon improvement meaningful once applied across a region rather than a single project. That's the opportunity this venture is being planned around, rather than one flagship low-carbon product.

Low-emissions materials

Developing and testing geopolymer and alternative binder concrete as a lower-embodied-carbon option for utility precast, evaluated against strength, durability and installation performance before we call anything validated.

Circular economy

Alternative binder formulations may draw on industrial by-product inputs depending on the final mix design, and we are assessing end-of-life reuse pathways for precast units — both still being worked through, not fixed policy yet.

Local manufacturing

A future regional NSW manufacturing site would shorten supply chains for Central West contractors, utilities and councils compared with precast manufactured some distance from the job site — subject to the site and funding coming together.

Product design targets relevant Australian Standards and network operator specifications from the outset, with performance-based verification as the pathway toward certification — not a claim of certification now.

We are not claiming commercial certification, carbon neutrality or universal suitability for every application. Our approach is to build evidence through trials, testing, partner feedback and project-specific assessment. Where any page on this site describes something as "planned," "intended," "under development" or part of a "pathway," that wording is deliberate — it means the work is genuinely in progress, not finished.

How we intend to turn intent into evidence

This is the staged pathway we're using to move from material selection through to grant-supported scale-up. We're not part-way through claiming completion of every stage — this table is here so assessors and partners can see exactly which stage applies right now when they ask.

Material selection

Choosing binder and aggregate combinations suited to the product and application, including alternative low-carbon binders where technically appropriate.

Laboratory testing

Independent testing of strength, durability and other relevant properties before any product leaves the design stage.

Prototype manufacture

Producing a small run of units to confirm the mix design translates from lab sample to full-scale precast unit.

Field trials

Installing prototype units at real sites with contractor, utility or council partners, under normal installation conditions.

Performance monitoring

An agreed observation period tracking installation and in-service performance, not a one-off inspection.

Independent verification where required

Engaging accredited testing bodies or engineers to verify performance claims before they are relied upon.

Product documentation

Recording mix design, test results, installation details and monitoring outcomes against each product batch.

Partner & contractor feedback

Incorporating what contractors, utilities and councils actually observe on site into design revisions.

Grant-supported scale-up

Using demonstrated evidence — not projections — as the basis for scaling manufacturing and seeking further co-funding.
